Nirmala Sitharaman hails India’s role in AI adoption and governance

Union Finance Minister Nirmala Sitharaman has emphasized that India is not only a leader in Artificial Intelligence (AI) adoption but also a key player in shaping its governance. Speaking at the 6th convocation of the Indian Institute of Information Technology (IIIT) Kottayam, Sitharaman discussed India’s global role in AI, highlighting the country’s commitment to ethical, responsible AI usage.
“We’re not just leading in AI adoption; we are shaping how AI is governed,” she said. Sitharaman’s remarks reflect India’s growing influence in international AI policy discussions, especially following the country’s co-chairing of the AI Action Summit in Paris. At the summit, Prime Minister Narendra Modi emphasized that AI is a global responsibility, not just a national issue. Sitharaman underscored the importance of approaching AI development with responsibility and ethics. "AI must be ethical, inclusive, and trustworthy. We must ensure that it is used responsibly, as failure to do so could lead to unethical practices," she stated.
The Finance Minister highlighted that India’s approach to AI goes beyond experimentation, with the government actively working on policies to ensure the technology's proper development. “India is not just experimenting with AI. We are continuously engaging with stakeholders to refine policies and ensure that AI gets the attention it deserves,” she explained.
India’s rise as AI leader
Sitharaman also cited Microsoft CEO Satya Nadella’s comment that India is the "use case capital of AI." Nadella’s statement reflects India’s success in implementing AI on a large scale. “We are not just talking about AI; we are implementing it at scale,” she said, reinforcing the country’s progress in AI integration.
In terms of AI adoption, India has shown impressive growth. AI-related apps in India recorded 3 billion downloads in 2024, surpassing both the United States and China. This achievement demonstrates India’s dominant position in the global AI ecosystem.
The Finance Minister also outlined India’s rise in global innovation rankings. The country improved its position in the Global Innovation Index, ranking 39th in 2024, up from 81st in 2015. India’s patent-to-GDP ratio has also surged, growing from 144 in 2013 to 381 in 2023. Additionally, India now ranks 6th globally in intellectual property filings and has improved its Network Readiness Index ranking from 79th in 2019 to 49th in 2024.
These milestones reflect India’s growing role as a global leader in AI and innovation, setting the stage for further technological advancements and responsible development.
