The Digital India campaign is changing the chemistry between government and the stakeholders of society like industry, academia, citizens and others. In India there are more than 276 million mobile phone Internet users. The number of internet users in India grew from 150 million in 2012 to almost 350 million in 2015, placing the country in tthe hird position globally. The requirement of a CIO or CTO (chief technology officer) had been expressed by Department of Electronics and IT (DeitY), who would coordinate operational and strategic technology and e-governance advice between DeitY and ten important ministries. The appointment of an CIO is important as the Digital India agenda needs to be driven across various governments and civil society agencies.
